Public Administration is an activity as old as human civilization. In the modern age, the subject of Public Administration became the dominant factor of both public and private life. it was originated as an independent subject in 1887. Public Administration is a combination of both theory and practice. As a discipline, it studies and analyses the machinery and procedure of government while formulating and implementing policies and that analysis/study gives birth to new ideas, which are then applied to the activity of government to test the practicality as to whether it increases efficiency or not. It is the basis of government, the instrument of change in the society, plays a vital role in the life of the people and it is an instrument for executing laws, policies, programs of the nation. The success of the government is dependent on the ability of Public Administration and every aspect of human life is within the range of Public Administration. So UPSC has been introduced to the Public Administration as an independent subject since 1987. The role of Public Administrators is significantly changed in recent times. This subject is very important in competitive examinations like UPSC, PPSC, HPSC, RPSC, and other civil services, etc.  due to its great importance, the second ARC (Administrative Reform Commission) report has recommended in every educational Institute.

The Department of Public Administration was established in the college in 1982. The department runs two six semester full time programmes leading to award of Bachelor of Arts (General Course) and Bachelor of Arts (Honours Course in Social Sciences). It also offers a three months Certificate Course in Disaster Management.

FEATURES OF THE DEPARTMENT: -

  • The Department encourages students to participate in national and international conferences/seminars organized by the college as well other training institutes, colleges, and universities.
  • The Department also conducts educational and industrial visits for students to complement their courses.
  • The Department has a student’s association in which students actively participate in programmes and seminars at national and international levels. It helps students to enrich their leadership qualities.
  • The Department delivers effective lectures through smart classrooms.
  • The Department organizes special lectures by eminent personalities and subject experts to enhance the knowledge of the students.
  • The Department also encourages students to publish research papers in national and international journals.
  • The Department also encourages students to present their assignments on the given topic from the syllabus in group discussion mode, which enables the students to understand the concept, consequence, and the relevance of the topic and it boosts their morale and communication skills.

B.A (General) (Public Administration as an elective subject)

Duration: 3 Years Course
Eligibility : +2 in any stream

The course is designed to provide students with a comprehensive knowledge base that includes theoretical formulations and practical orientations, so they are equipped to deal with management and administration challenges. The structure of the course is such that students taking the course can practice its application in the context of central and state levels civil service examinations. They become familiar with the Indian administration, its status, and its transformation with a focus on urban/rural management as well as functional management. They also explore the conceptual and practical implications of the personnel, financial, development, and comparative administration. For the academic year 2021-22, there are a total of 185 students in this course.

B.A. (Honours) in Social Sciences (Public Administration as an elective subject)

Duration: 3 Years Course
Eligibility : +2 in any stream

The Department also offers graduation with honours in social sciences. The students of this course can choose public administration as an elective subject. This course is specially tailored in accordance with the requirements and syllabus of the civil services. Throughout the course, the principles of organization, management, and human resource management as well as the principles of cental and state administration are examined in detail. The course provides students with a comprehensive knowledge of the concept, nature, and the relationship between society and administration. It develops the learner’s conceptual faculties on various administrative theories, postulates, models, processes, methods, instruments, techniques, and preferences. The students of this course explore the conceptual and practical implications of the personnel, financial, development, and comparative administration along with Administrative thoughts. For the academic year 2021-22, there are a total of 55+ students in this course.

Certificate Course in Disaster Management (CCDM)

Duration: 3 Months
Eligibility : +2, Graduation or Post-Graduation in any stream

Disaster Management is an interdisciplinary subject thus there is necessity to aware every sector of the society including Educational, Institutional, Industrial, Agricultural, Defence Services, Government Organizations, NGO’S etc. The course has been launched to accommodate the ongoing professional commitments of practitioners and graduate students from various fields to equip them with the knowledge and management expertise to deal with future crisis, emergencies and disasters in the developed and developing world.

DESCRIPTION

The major objectives of the programme are to: 

  1. Provide comprehensive knowledge to the learners on disaster preparedness, mitigation and rehabilitation.
  2. Enable the learners to carry out risk assessment and vulnerability analysis.
  3. Generate community awareness, and strengthen institutional mechanism for community mobilisation and participation in disaster management.
  4. Develop communication skills for disaster preparedness.
  5. Create greater awareness about effective disaster response in various emergency situations.
  6. Equip learners with tools for meeting emergency medical requirements.
  7. Incorporate gender sensitive disaster management approach; and
  8. Inculcate new skills and sharpen existing skills of the students, government officials, voluntary activists, development professionals and elected representatives for effective disaster management.

The Certificate Course in Disaster Management shall cater to the needs of the following target groups:

  4. Military, Para-military, Police, Home Guards, and Civil Defence personnel
  5. Geologists, Scientists, Meteorologists, Engineers, Administrators, and other Government and Public Sector Undertakings officials
  6. Rural Development Functionaries, Primary Health Centre’s Functionaries, Relief Workers, Social Workers, Environmentalists, etc.
